Howells store comprises a collection of Grade II* Listed Buildings unified over time through a sequence of supplementary additions.
Rio supported both former and current site owners in developing a strategic masterplan founded on detailed heritage studies and an understanding of the local context. We explored numerous options and possibilities for the site on behalf of Thackeray Estates, whose vision is “for Howells to become a global hub for Cardiff, home to a mix of uses that include a hotel, offices, BTR, commercial, and leisure.”
Central to the masterplan was the rediscovery of a hidden heritage asset, the Bethany Chapel, constructed in 1865, which had long remained concealed within the former menswear department.
By selectively removing a series of surrounding buildings with limited heritage value, the proposed masterplan reveals the setting of the Chapel, allowing it to breathe and emerge as the focal point of a new central courtyard at the heart of the development.
This approach re-establishes a clear visual connection between Howells and the Chapel’s principal frontage, creating a strong and engaging backdrop that helps unlock the site’s potential and encourages seamless pedestrian movement between Wharton Street and St Mary’s Street, with the potential to extend through to Cardiff Market.
